No. Multi-factor authentication (MFA) must be set up by the end user themselves. It cannot be added to the account administrator's profile without signing in for the first time.
To limit security risk, we recommend you give limited access to your account users. Then, once they have set up multi-factor authentication, you can change their role or give them more permissions.
