The short answer is no. There is not a setting for manual imports to ignore new records.
Our system actually allows for the opposite, where it can ignore records that already exist.
If this is a necessary step to your process, you will need to find an external solution, like exporting your Delivra data, compare it to the CSV file you want to import, identify records that do not exist in Delivra, and pull them from the CSV file before import.
